Why is it necessary to have 'administrator' right to tgz download?

If you download all a tree files one by one, you issue one request for each
If you ask to download the all tree as a tgz, then you issue only one request.
Now, assuming that you discover that what you have requested is too large,
then you will just press your browser 'stop' button, but with the current
implementation of Pliant, Pliant just calls GNU 'tar' and pipes the result,
so I'm not sure that the 'tar' execution will be properly canceled.
